For the last 18 months the BETR has been working with the broadcast industry and Ofcom to develop an approach to co-regulating Equal Opportunities (EO).

After an extensive period of consultation with the industry and other key stakeholders, Ofcom invited a planning group comprising representatives of radio and television broadcasters to develop this approach in more detail in partnership with the BETR. The planning group recommended a phased approach to the development of co-regulation, with the initial emphasis on developing appropriate tools and piloting an evaluation framework for broadcasters in 2009, with the expectation of rolling these out in 2010. This will be followed by the introduction of independent validation of broadcasters’ self-evaluation returns in 2011.

On the basis of the original planning group work and after canvassing broadcasters for further comments Ofcom invited the BETR to take up this work as of April 2009.

There is an industry led Planning Group already in place that will work in partnership with the BETR to develop the co-regulatory approach. They will also keep their stakeholder groups informed of progress. The BETR and the Planning Group are supported by an Advisory Panel, comprising stakeholder groups representing women, disabled people and people from ethnic minorities.

The detailed planning process towards co-regulation of equal opportunities through the BETR will also be reported to broadcasters through this site and the BETR Newsletter.

In August 2009, for the first time, the BETR published the Equal Opportunities Report based on collated data from 2008 provided by Ofcom to the BETR. The 2008 report also sets out the approach, options and timescales for the full co-regulatory system.
